Canon 20 revised by Council

Council voted to revise Canon 20 regarding how the diocesan ministries and offices are funded. The 2005 Council voted overwhelmingly to revise Canon 20 provisions regarding funding the diocesan offices and mission. These changes will go into effect in 2007. Meanwhile, Council agreed that delegates would return to their parishes and urge a 1 percentage point increase in diocesan support for 2006 from those not currently at the 10 percent level. The Canon 20 Resolution came to the floor with a positive recommendation from the Canon 20 Legislative Committee with and a proposed amendment from the Constitutions and Canons Legislative Committee, which reviewed the resolution for technical compliance. The amendment proposed by Constitution and Canons changed three provisions. The only one that proved controversial made it clear that both clergy and lay delegates from a parish which failed to comply with the canon for two consecutive years lose vote at Council. An amendment striking the words "and clergy" was proposed to the amendment. After considerable debate, the amendment to the amendment was defeated. "And clergy" remained. The original amendment proposed by Constitution and Canons was then voted on and passed. Bishop Alexander then opened the floor for discussion of the amended Canon 20 Resolution. Two people spoke. The question was called, and the body voted overwhelmingly to take the vote. The vote was taken, and the Canon 20 Resolution was passed overwhelmingly. For detailed information on the changes see the print issue of Connecting for September-October. The changes were also covered in detail in previous weekly e-mails. "Budget Scenario B" was approved. It will involve some cuts in diocesan mission and programs, but if parishes not currently at the 10 percent support level increase 2006 commitment by the percentage point mentioned earlier, the budget will balance.
